THE CHINOOK INSTITUTE FOR CIVIC LEADERSHIP

Founder and Executive Director of the Chinook Institute for Civic Leadership. The Institute provides leadership development training for leaders working in the public interest. Serves as the producer and leader of the Chinook Institute, the premier public interest leadership program in western North America. Designs and produces numerous other training events including 20:20 Leadership, a program focused on emerging leaders. Speaks, teaches, and consults on leadership development for many jurisdictions and organizations.

THE MORGANCPS GROUP, INC.

Principal for planning services and organizational development. Provides current and long range planning services to many cities including serving as the contract City Planner currently for three jurisdictions. Prepared strategic and organizational development plans for many jurisdictions and non-profit organizations. Designs and facilitates public involvement processes. Managed planning, finance, and redevelopment programs for urban renewal agencies. Served as interim City Administrator of Cascade Locks and interim Planning Director of Troutdale and Wilsonville. Provides training in urban planning and economic development through the League of Oregon Cities.

CITY OF DAMASCUS

Became Community Development Director when the new city was at its low point in attempting to create a successful comprehensive plan, development code, and planning program. Designed and guided community through very successful yet very difficult process. Continuing as consultant to City Council working to resolve both planning and institutional issues.

PORTLAND STATE UNIVERSITY – CENTER FOR PUBLIC SERVICE

Serves as a Senior Fellow on the Research and Consulting Team. Served as Community Outreach Program Manager creating and managing outside relationships for the Center’s programs.

THE LUKE CENTER FOR CATALYTIC LEADERSHIP

Served as Executive Director of the Luke Center, a not-for-profit corporation, which provided training in leadership development. Served as the producer and leader of the Pacific Program. Founded, designed, produced and led the Cascade Program for Emerging Leaders.

CITY OF SHERWOOD

City Manager for fastest growing city in Oregon. Rebuilt inadequate government structure to be appropriate for a fast growing city. Managed development of the Old Town Master Plan and associated works. Founded and administered the Sherwood Urban Renewal Agency.

CITY OF KEIZER

Founded and built the Community Development Department serving as the Director. The Department is responsible for all current planning, long range planning, urban renewal and redevelopment, and building codes administration. Served as Urban Renewal Administrator as well as Interim City Manager and Budget Officer.

CITY OF SALEM

Principal Planner for all public facility planning with a special emphasis on transportation. Administrated development review and permitting processes. Prepared the award winning Salem Transportation Plan along with numerous street and transportation studies.

MORGAN, RYAN AND ASSOCIATES, INC.

President and Principal Planner of a planning and design firm serving public and private clients throughout Oregon. Prepared many comprehensive plans and ordinances. Represented private clients in development processes.
